Reduce heat to low and simmer for 10 minutes or until tender. Drain and cool slightly. In a large bowl, combine the mayonnaise, apple cider vinegar, pepper, celery, onion, eggs, and relish. Fold to blend all the flavors. Add the cooked potatoes to the bowl and mix all the ingredients together. Season with salt and pepper.
