Cover and bring to a boil over high heat. Add the cauliflower. Cover and cook, stirring once, over medium-high heat for about 3 minutes, or until tender but still crisp. Tip the pan and spoon out most of the water into a measuring C.. Set aside. Return the pan to medium-high heat. Add the oil, garlic, curry powder, and salt. Cook over medium-high heat, tossing frequently and adding a T. at a time of the reserved water. Scrape the bottom of the pan to release the flavorful browned bits. Cook for about 5 minutes, or until the cauliflower is golden brown. Sprinkle on the parsley, if using.
