In a medium-sized saucepan, slowly heat the oil and butter. When the butter has melted, stir in the garlic powder, parsley, and onion powder. After the spices have combined, add the anchovies and stir, cooking for about a minute. (The mixture will begin to look like a paste.) Add the tomatoes, stir, and simmer for a few minutes, until thoroughly heated. Pour the sauce over the pasta and toss to coat. Add the Parmesan cheese and toss to coat again.
