Whisk together flour, sugar, salt, baking powder and soda in bowl to remove any lumps. Pour in the cream and stir with rubber spatula until a sticky, shaggy dough comes together. Use large spoon or 2 inch ice cream scoop to drop the dough onto the prepared sheet pan in 12 even lumps, about 2 T. per scoop.
