Mix salsa ingredients together in a bowl. Chill. Mix together spice rub ingredients in a small bowl.\u00c2\u00a0 Brush tuna with oil. Sprinkle rub generously on both sides of the fish. Sear tuna for 3 to 4 minutes per side.
