Add peppers and onion and cook, stirring occasionally, until the peppers begin to soften, about 3 minutes. Add ginger and garlic and cook until fragrant, about 1 minute more. Add wine, clam broth, orange juice, lime juice, sugar and mussels to the pot.<br \/>\nCover and cook until the mussels have opened, about 5 minutes. Discard any mussels that do not open.<br \/>\nDivide the mussels among individual bowls. Spoon the broth over the mussels and sprinkle with cilantro.
