Add the garlic and pepper to the juice and bring to a boil. Boil for 2 minutes. Add the drained clams and milk and heat to desired temperature. Do not boil. To serve, ladle 1 cup of soup into each of 4 soup bowls and sprinkle each serving with 1 T. of Parmesan cheese.
